Call to Order and Pledge of Allegiance

The Chairman called the meeting to order at 7:40 p.m. in the Lower Gwynedd Township Municipal Building and led those in attendance in the pledge of allegiance. The Chairman stated the Board of Supervisors met in an Executive Session before the meeting on a personnel matter.

 

BUSINESS & FINANCIALS

 

Receipt of Invoice History Report, April 2016

The Board of Supervisors received the Invoice History by General Ledger Account for April, 2016. The Chairman asked if there were any questions or corrections on the Invoice History for April, 2016. There were none. Ms. Hunsicker made a motion, seconded by Mr. Grey to approve the Invoice History by General Ledger Account for April, 2016 in the amount of $738,659.83. The motion carried 3 – 0.

 

Receipt of Year-to-Date Budget Report, April, 2016

The Board of Supervisors received the Year-to-Date Budget Report for April, 2016. The Chairman asked if there were any questions or corrections on the Year-to-Date Budget Report for April, 2016. There were none. Ms. Hunsicker made a motion, seconded by Mr. Grey to accept the Year-to-Date Budget Report for April, 2016. The motion carried 3 – 0.

 

 

 

 

 

 

 

 

PUBLIC COMMENTS

 

The Chairman opened the meeting for public comment for items not on the agenda. There were none.

 

BUILDING AND ZONING

 

Zoning Hearing Board Stipulation and Settlement Agreement: Bradley Harris

Mr. Savona stated Bradley Harris, 1448 Evans Road, appealed the ZHB denial of March 12, 2015 to the Common Pleas Court. On April 15, 2015 the Township intervened in the Appeal. The parties settled and resolved the pending Appeal and the June 2015 ZHB Application. He stated a Declaration of Covenants, Easements and Restrictions Concerning Pervious Paving was entered into by Mr. Harris and Lower Gwynedd Township which includes deed restrictions and a storm water maintenance agreement. Ms. Hunsicker made a motion, seconded by Mr. Grey to approve the Stipulation and Settlement Agreement and Declaration of Covenants, Easements and Restrictions Concerning Pervious Paving. The motion carried 3 – 0.

 

OTHER BUSINESS

 

Resolution No. 2016 – 20: Montgomery County Public Works Association 50th Anniversary

Mr. McAnally congratulated the Montgomery County Public Works Association on their 50th Anniversary. Ms. Hunsicker made a motion, seconded by Mr. Grey to adopt Resolution No. 2016 – 20: Recognizing Montgomery County Public Works Association 50th Anniversary. The motion carried 3 – 0.

 

2016 Roadway Improvement Bids

Mr. Connell stated the second portion of the rebid for the 2016 Roadway Repair Program was opened on May 18, 2016. He recommended the low bid in the amount $606,804.70 from Asphalt Maintenance Solutions, LLC. Mr. Connell stated this amount combined with the first portion of $289,000 totals $895,804.70. Mr. Paccione asked for the budgeted amount. Mr. McAnally stated $875,000 was budgeted. Ms. Hunsicker made a motion, seconded by Mr. Grey to approve the second portion of the rebid in the amount of $606,804.70. The motion carried 3 -0.

 

Replacement of Tractor

Mr. DeStefano stated the 2016 capital budget allowed for the replacement of a 1999 New Holland farm tractor. He stated the purchase would be a 2016 John Deere Tractor with a side boom flail mower and rear mower attachment in the amount of $109,593.15 on the state contract through Stephenson Equipment He noted the purchase was discussed with the Board of Supervisors Public Works Committee earlier this year and with Mr. Grey during the PSATS conference. Mr. DeStefano asked the Board for permission to advertise and sell the New Holland tractor through Municibid. Ms. Hunsicker made a motion, seconded by Mr. Grey to approve the purchase of the 2016 John Deere Tractor with a side boom flail mower and rear mower attachment in the amount of $109,593.15 on the state contract through Stephenson Equipment and advertise and sell the New Holland tractor through Municibid. The motion carried 3 – 0.

 

 

 

 

Resolution No. 2016 – 21: Establishing A Revised and Restated Pension Plan and Trust for the Non-Uniform Employees of Lower Gwynedd Township

Mr. McAnally stated changes to define who is eligible for the defined benefit was omitted from the existing Non-Uniformed Employees’ Pension Plan. He stated the Township hereby restates the eligibility of the Non-Uniformed Employees’ Pension Plan and Trust for the purpose of providing retirement and other benefits as stated herein effective January 1, 2016. Ms. Hunsicker made a motion, seconded by Mr. Grey to adopt Resolution No. 2016 – 21: Establishing A Revised and Restated Pension Plan and Trust for the Non-Uniform Employees of Lower Gwynedd Township. The motion carried 5 – 0.

 

Growing Greener Grant

Mr. Connell stated the Gwynedd Green Committee recommended back in July, 2015 a naturalization of the detention basin at Spring House Farms basins. He noted the small areas behind the building will connect downspouts to raingardens. Mr. Connell stated the grant would be in the $60,000 range. Ms. Hunsicker made a motion, seconded by Mr. Grey to approve the Growing Green Grant. The motion carried 3 – 0.

 

Zoning Hearing Board Solicitor Rate Change

Mr. McAnally stated he received a letter from Joseph Kuhls, Esq., Kuhls Law dated May 18, 2016 requesting a rate change from $105 an hour to $150 effective June 1, 2016. Mr. Paccione stated Mr. Kuhls has served the Township for many years as the Zoning Hearing Board Solicitor. Mr. Grey made a motion, seconded by Ms. Hunsicker to approve the rate increase for Joseph Kuhls, Esq. from $105 to $150 effective June 1, 2016. The motion carried 3 – 0.

 

MANAGER’S REPORT

 

Report from the Manager – Municipal Activities, Projects

 

Mr. McAnally stated he received notice that the Township was awarded the Green Light Go Traffic Signal Improvement Funding Grant in the amount of $132,425 to improve the traffic signals at the intersections of Bethlehem Pike and Dager Road, Tennis Avenue and Norristown Road, and Bethlehem Pike and Tennis Avenue.

 

Mr. McAnally stated Gwynedd Estates has invited the Board to a Memorial Day Celebration in their Auditorium at 11:00 a.m.

 

SUPERVISORS/STAFF REPORT

 

Mr. Grey questioned the Tennis Road traffic signal timing. He also asked if the state grant includes fiber optics. Mr. DeStefano stated he will look into it.

 

The Chairman stated the Spring House Village Shopping Center will have a ground breaking on June 1, 2016 at 1:00 p.m.

 

 

 

The Chairman wished everyone a Safe and Happy Memorial Day.

 

The Chairman welcomed the new Solicitor to Lower Gwynedd Township.

 

There being no further questions or comments, the meeting was adjourned at 8:00 p.m. until the next

Regular Meeting scheduled on June 28, 2016 at the Lower Gwynedd Township Building.
