Call to Order and Pledge of Allegiance
The Chairman called the meeting to order at 7:30 p.m. in the Lower Gwynedd Township Municipal Building and led those in attendance in the pledge of allegiance. The Chairman stated the Board of Supervisors met in an Executive Session before the meeting on a personnel matter.
Appointment of Engineer
The Chairman stated Craig Kennard will represent Gilmore & Associates, Inc. going forward as Township Engineer and CKS as the Conflict Engineer. Ms. Hunsicker made a motion, seconded by Dr. Booth to appoint Gilmore & Associates, Inc. as Township Engineer and CKS as the Conflict Engineer. The motion carried 5 – 0.
BUSINESS & FINANCIAL
Barbacane Thornton & Company – Financial Presentation
Steven Kutsuflakis, and Eric Willey, Barbacane Thornton & Company, discussed the Summary of Audit Results for Lower Gwynedd Township as of December 31, 2015. He stated the DCED Report was filed with the State on March 25, 2016. The Chairman asked if the Summary of Audit Results for Lower Gwynedd Township has any bearing on our bond rating. Mr. Kutsuflakis replied in the negative. Ms. Yeutter stated she is very happy with the audit. The Chairman thanked both representatives for making this presentation tonight.
Receipt of Meeting Minutes: May 10, 2016

The Board of Supervisors received the minutes of the May 10, 2016 Workshop and May 24, 2016 Regular Meeting. The Chairman asked if there were any questions or corrections on the above minutes. There were none. Dr. Booth made a motion, seconded by Mr. Grey to approve the minutes of May 10, 2016 Workshop and the May 24, 2016 Regular Meeting. The motion carried 5 – 0.
Receipt of Invoice History by General Ledger Account for May, 2016
The Board of Supervisors received the Invoice History for the month of May, 2016 in the amount of
$1,036,619.98. The Chairman asked if there were any questions or comments. There were none. Ms. Hunsicker made a motion, seconded by Dr. Booth to approve the Invoice History by General Ledger Account for May, 2016 in the amount of $1,036,619.98. The motion carried 5 - 0.
Receipt of Year-to-Date Budget Report for May, 2016
The Board of Supervisors received the Year-to-Date Budget Report for May, 2016. The Chairman asked if there were any questions. There were none. The Board accepted the Year-to-Date Budget Report for May, 2016. The motion carried 5 – 0.
The Chairman opened the meeting for public comment for items not on the agenda.
Mr. Steinman, Norristown Road, asked if there was any new information on the DOW Property. Mr. Paccione stated it is under agreement and a decommissioning study is in process.

Authorization to Advertise Ordinance: Mixed Use Amendment to F Industrial District Zoning
Ordinance (Ambler Yards)
Mr. Savona stated Matt Sigel and Marc Policarpo, owners of Ambler Yards are present tonight. He stated Ambler Yards asked for authorization to advertise a Public Hearing on a “Mixed-Use Campus Amendment to the F Industrial District Zoning Ordinance.” Ms. Hunsicker made a motion, seconded by Mr. Brandt to authorize the advertisement of the “Mixed-Use Campus Amendment to F Industrial District Zoning Ordinance’. The motion carried 5 – 0.
Authorization to Advertise Ordinance: Foulkeways 1529 & 1533 Sumneytown Pike
Mr. Savona asked the Board for authorization to advertise an Ordinance Amending the Zoning Map of Lower Gwynedd Township by Changing Certain Parcels of Land from a Residential to MF-3-A MultiFamily District which will rezone Foulkeways’ parcels to the master campus. Dr. Booth made a motion, seconded by Ms. Hunsicker to authorize the advertisement of an Ordinance Amending the Zoning Map of Lower Gwynedd Township by Changing Certain Parcels of Land from A Residential to MF-3-A MultiFamily District. The motion carried 5 – 0.
Resolution No. 2016-22: Green Light Go Grant
Mr. McAnally stated the Green Light Go Grant was awarded to Lower Gwynedd Township for traffic signal improvements and ADA requirements for the following intersections: Bethlehem Pike and Dager Road; Tennis Avenue and Norristown Road; and Bethlehem Pike and Tennis Avenue. He stated the grant is a 50/50 match of $264,850 and the Township’s cost of the project is $132,425. Mr. McAnally stated PennDOT requires the Township to guarantee their funds. Ms. Hunsicker made a motion, seconded by Mr. Grey to adopt Resolution No. 2016 – 22: Green Light Go Grant. The motion carried 5 – 0.
Wissahickon Lacrosse Shed at Penllyn Woods
Mr. McAnally stated the Wissahickon LaCrosse Club, has requested the installation of a 10’ x 20’ shed in Penllyn Woods to store their off season equipment. The Park and Recreation Board approved the location of the shed which would be next to the existing shed of the Lower Gwynedd Little League. Mr. Target stated the shed will match the existing building and will be away from the Park area. Mr. Target stated Wissahickon Lacrosse will pay for the shed and any permits. Ms. Hunsicker made a motion, seconded by Mr. Grey to approve the Wissahickon Lacrosse Shed at Penllyn Woods. The motion carried 5 -0.
SEPTA Pedestrian Crossing Signage Improvements
Mr. McAnally stated a flashing sign will be installed by SEPTA across from the Penllyn train station. He stated there will be no cost to the Township for the crossing sign only maintenance. Mr. McAnally asked for authorization to execute the permit for installation of the crossing sign. Ms. Hunsicker made a motion, seconded by Mr. Brandt to authorize execution of the permit for the installation of the SEPTA Pedestrian Crossing Signage Improvements. The motion carried 5 – 0.
Report from the Manager – Municipal activities, projects
Mr. McAnally stated the road program started this week and will be ongoing for the next three weeks.
Mr. McAnally stated the Kiwanis Fireworks will be held on Friday, July 4, 2016 at dusk.
Mr. McAnally stated 25 trees will be removed on Penllyn Pike by PennDOT.
Mr. McAnally stated a contribution of $32,018.27 is required to fund the opt-out provision for the new Defined Contribution Pension Plan language for an employee who was erroneously left out. Dr. Booth made a motion, seconded by Mr. Grey to approve the contribution of $32,018.27 to the Define Contribution Pension Plan. The motion carried 5 – 0.
Mr. Grey thanked Ms. Yeutter on the good job regarding the audit findings.
Mr. Brandt asked the Township Manager to submit a Right-to-Know Request to PennDOT. He also
asked staff to obtain quarterly updates from Senator Greenleaf and Representative Harper.
Mr. Brandt commented on the memorandum regarding the Medical Emergency for a drug overdose
performed by the Lower Gwynedd Township Police Department on June 11, 2016. This was the
Township’s first save since the Police Department started carrying Naloxone.
Dr. Booth stated Officer Sean Sweeney acted appropriately and reversed the heroin overdose thus
saving a life. He asked that a letter be sent to Officer Sweeney acknowledging his performance and
signed by the Board of Supervisors.
Ms. Hunsicker concurred with the above statements and thanked Ms. Yeutter for the great audit. She
thanked Mr. Target and Ms. Hubbard from the Park and Recreation Board for attending the meeting
Mr. Paccione thanked Ms. Yeutter and the auditors for the audit and presentation. He welcomed Craig
Kennard, Gilmore and Associates as our new Township Engineer. Mr. Kennard thanked the Board for
the appointment and he is looking forward to working with staff. Mr. Paccione wished everyone a
Happy 4th of July and enjoy the fireworks.
There being no further questions or comments, the meeting was adjourned at 8:20 p.m. until the next
Regular Meeting scheduled on July 26, 2016 at the Lower Gwynedd Township Building.
