Revised Comp Plan Under Review
The Lower Gwynedd Township Board of Supervisors (BOS) discussed revisions related to the proposed Comprehensive Plan at their meeting on April 14th. The proposed revisions remove references to density for areas on the Future Land Use Map designated as "Mixed Use". While each density level was described generally in the draft Comp Plan, residents seemed concerned that the lack of specificity could allow much denser development than Lower Gwynedd currently has. Therefore, both the map and text have been revised. Concerns were also raised over Mixed-Use designations on the Future Land-Use Map, and it was suggested that these areas be labeled General Commercial instead. The BOS decided to keep the Future Land-Use Map the same in relation to the Mixed-Use designated areas. The redevelopment schematics that were shown in the draft document were removed previously. The revised Comprehensive Plan is currently available for public review and is linked below and available upon request at the Township building. The public hearing was continued to June 23, 2026.

Public Notification Efforts
Over the course of the Comprehensive Plan Revision process, Lower Gwynedd Township along with the Montgomery County Planning Commission made multiple attempts to get the word out and engage the public. Although criticized for not doing enough, this is what we did do, and we'd love to hear from you about how we can do more. Also, during this time the County conducted surveys to get input from the community. The surveys and results are linked below.

We published articles and notifications in our printed newsletters as well. These newsletters are sent twice per year, once in the Spring and once in the Fall.

Comp Plan Public Hearing UPDATE
The Lower Gwynedd Township Board of Supervisors held a public hearing at their regular meeting on Tuesday, March 24, 2026. Claire Warner from the Montgomery County Planning Commission (MCPC) gave a presentation of the plan. Concerns were raised over mixed-use designations on the future land-use map, density, and also the redevelopment schematics that were shown in the draft document that were intended only as examples of what future redevelopment in certain areas could look like. The conceptual illustrations were removed from the plan following feedback received earlier in the review process. The BOS decided to continue the hearing until June 23, 2026, in order to allow staff and the MCPC to revise the plan to address the concerns raised. Revisions will be discussed by the BOS at their meeting on April 14th, and then the plan will be revised and will go through the required adoption process again. Planning Commission Presentation
Claire Warner gave a presentation (linked below) of the proposed Comprehensive Plan to the Lower Gwynedd Planning Commission on March 18, 2026. She highlighted the various topics covered in the plan including future land use, transportation, walkability, among others. She will present the proposed plan to the Board of Supervisors at the public hearing scheduled for March 24, 2026.

Comprehensive Plan Update
Claire Warner from the Montgomery County Planning Commission will attend the March 18, 2026, Township Planning Commission meeting to present the Comprehensive Plan. The 2045 Lower Gwynedd Township Comprehensive Land Use Plan is currently in its final phase: public review and adoption. Adoption of the final Comprehensive Plan is governed by the Pennsylvania Municipalities Planning Code (MPC) and involves several required steps, including a 45-day public review period that will expire on March 20, 2026, as well as a presentation to the Planning Commission at a regularly scheduled meeting. A public hearing on the plan is scheduled for March 24, 2026, during the regular meeting of the Board of Supervisors.
Township staff and consultants also held a public “Town Hall” meeting at Gwynedd Mercy University on February 19, 2026. The meeting provided residents with an opportunity to learn more about the plan and offer feedback in advance of the public hearing and anticipated adoption. At this time, no formal written comments have been received. However, key themes from the town hall discussion included concerns about traffic, interest in redevelopment along Bethlehem Pike, and questions regarding “high-density” housing depicted in a conceptual redevelopment illustration included in the plan.
The redevelopment plans shown in the document were intended only as examples of what future redevelopment in certain areas could look like. However, based on the feedback we received, the concepts were too detailed and may have been misleading or confusing. As a result, we have removed these conceptual illustrations from the plan. The Board of Supervisors authorized the 45-day public review process to begin at their meeting on January 27th, 2026.
Lower Gwynedd has completed a draft Comprehensive Plan: Lower Gwynedd 2045. The full draft plan is linked below for your review. This plan is the culmination of a multi-year planning process that was led by a community steering committee made up of elected officials, residents, business owners, and representatives from community organizations. Extensive public input was gathered during the comprehensive planning process through online surveys, two community open houses, and participation in community events.

Lower Gwynedd Township Comprehensive Plan-Planning Commission Presentation
On May 21, 2025, Claire Warner of the Montgomery County Planning Commission presented an update to the Planning Commission. Below is a link to her presentation.
On March 19, 2025, Jamie Worman, Assistant Township Manager gave an update on the Comprehensive Plan. She explained that a draft plan was almost ready and that PC members will be provided a link to the plan, in advance of the public review period, to provide initial comments, suggest revisions, and offer feedback. She took through PC through a few key areas of the plan and they offered initial feedback. This information will be taken back to the steering committee for discussion. Claire Warner, Senior Planner for the Montgomery County Planning Commission will be back in May to provide additional information on the plan and to review any proposed changes.

The vision statement is intended to broadly demonstrate what Lower Gwynedd Township is now, and what it hopes to be by 2045.

The April Steering Committee meeting covered the natural features of the township, ecological stewardship, and the role that infrastructure plays in building sustainable places. We also discussed sustainability more broadly than ecological sustainability, and the ways that the comprehensive plan could weave sustainability themes into all aspects of the plan. The steering committee is currently focused on TRANSPORTATION issues in the Township. Nearly 70% of survey respondents drive to work and for daily errands, and 55% of survey respondents want to see new sidewalks and pedestrian safety improvements. What do you feel are the most important-related issues that the comprehensive plan should address?
